Under general supervision, ensures uniform enforcement of a wide variety of codes, regulations and ordinances that impact residential and non-residential properties. The senior specialist performs the full range of technical, administrative, investigative, documentation, field work and customer service associated with the most complex Town Code enforcement compliance.

The Senior Code Compliance Specialist is under the general supervision of the Planning Division Manager. This class is distinguished from journey-level specialist by senior-level work with independent investigative authority, advanced conflict resolution and complex problem solving.


  • Performs routine and complex field inspections and investigations for building, zoning and code compliance including regularly scheduled weekend and occasional nighttime inspections.
  • Performs research, analyzes situations, makes independent investigations and decisions, interprets related codes and ordinances and applies requirements to pre-construction, construction, and post construction development.
  • Responds to standard and complex inquiries from the public, Town staff and local and state agencies.
  • Provides clear and appropriate verbal and written responses on both standard and complex matters.
  • Responsible for record keeping and auditing of activities, documents and files relating to code compliance, enforcement and plan/permit inspection results utilizing permit software and field technologies in accordance with current policies.
  • Independently coordinates with all stakeholders and resolves common enforcement issues and consults with the Planning Division Manager on complex matters.
  • Researches building, civil codes and Town ordinances to resolve complex complaints.
  • Mentors the journey-level specialist by providing knowledge and guidance on complex enforcement and inspection matters.
  • Independently posts notices of public hearings and zoning related stop orders or work orders.
  • Assists with planning related projects including research and field work for zoning changes, zoning variances, native plant salvage or violations of the Zoning Code.
  • Assists manager with administrative and managerial tasks.
  • Performs other duties as required.

    • Knowledge of the principles and practices of zoning, site development, building construction, plan review, and inspections.
    • Knowledge of Civil, Zoning, and Building Code ordinances, standards, and related principles.
    • Knowledge of regulations, policies, procedures and services of the Town, Department, and Planning and Zoning Division.
    • Knowledge of site construction, native vegetation, and landscaping best practices.
    • Ability to communicate effectively with verbal and in written communication, including presentations and reports.
    • Ability to exercise sound independent judgment within established guidelines.
    • Ability to organize work, set priorities, meet critical deadlines, and follow up on work assignments with a minimal supervision and with attention to detail.
    • Skill in analyzing and interpreting administrative procedures, regulations, legal documents, and contracts.
    • Skill in maintaining department electronic files and records.
    • Skill in preparing a variety of records, reports, and correspondence.
    • Skill in the development and implementation of policies, procedures, work standards and internal controls.
    • Skill in the use of permitting, mapping, video, remote meeting and graphics tools and programs to create professional products; skill in ESRI or similar GIS programs preferred.
    • Skill in the use of related computer programs (MS Outlook, word processing, spreadsheets, permit track software, etc.) and permitting portals and databases such as SmartGov.
    • Must possess strong team building and interpersonal skills and ability to establish and maintain effective working stakeholder relationships.
    • Skill in reading and interpreting site and development plans, construction documents, zoning and street maps, and similar documents. MINIMUM QUALIFICATIONS

      • High School Diploma or GED.
      • A minimum of five (5) years' direct experience in zoning, planning, surveying, building, landscape design, and/or construction.
      • An equivalent combination of education and experience may be considered.
      • Must possess a valid Class D Arizona driver license or ability to obtain within 30 days of employment.
      • Technical certification as a Zoning Inspector and Property Maintenance Code enforcement from an accredited agency or ability to complete within one (1) year of employment.
        • Associate degree from an accredited college is preferred.
        • Technical certifications related to development practices, inspections, or code enforcement from an accredited agency. ENVIRONMENTAL FACTORS AND WORKING CONDITIONS

          • Work is performed in an outdoor and indoor environment.
          • Must be able to traverse sloped, or rocky terrain to inspect or post notices on sites.
          • Regular attendance is an essential function of this job to ensure continuity.
          • Ability to attend meetings and/or perform job duties in the evenings or on weekends as needed.
