The Town of Oro Valley is currently looking for a team player who has a background in civil engineering with a specific focus on hydrology and hydraulics. This position will be responsible for short and long range planning, supervising consultant led work efforts, managing in-house drainage projects, and ensuring project drainage aspects meet local, state, and federal regulations across the Town.
This is a challenging role, in an established division, where we will look to you to manage the Town's floodplain and stormwater ordinances. You will be responsible for ensuring the Towns external and internal projects are compliant with Town Code as well as state and federal regulations, providing the best service possible to our customers.
The Senior Stormwater Engineering role offers enormous variety, scope and responsibility for the right person and holds a key position within an established team. As a professional in your field, from a civil engineering background, specializing in hydrology and hydraulics, you'll have the ability to work with all stakeholders across Town departments as well as serving our external customers navigating our permitting process. You will also be able to communicate across all levels with experience and a drive to motivate, improve processes and help develop the team around you.

This position reports to the Stormwater Utility Manager ensuring that the Towns regulations and ordinances for stormwater quality and floodplain management are compliant with federal, state and county regulations. ESSENTIAL FUNCTIONS Conducts activities essential to fulfilling the requirements of the current ADEQ/EPA approved Stormwater Quality Management Plan (SWMP). Primary liaison with ADEQ/EPA regarding stormwater quality regulations and requirements for changes to the SWMP. Works with the Pima County Regional Flood Control District (PCRFCD), ADWR, and FEMA to ensure compliance and consistency of the Towns adopted Floodplain and Erosion Hazard Ordinance and in the resolution of floodplain mapping issues. Performs technical analysis and review of drainage reports for all development and improvement plans to ensure appropriate stormwater infrastructure is provided and incorporated into the existing utility system. Performs technical analysis and review of actions that impact FEMA regulatory floodplains within the Town to include LOMRs, LOMAs, levee certifications and any supporting environmental or geotechnical reports completed in support of the proposed actions. Participates with Town staff and Stormwater Utility Commission (SWUC) members to implement required activities necessary to fulfill the Towns SWMP. Reviews and recommends updates to the Town manuals and ordinances regarding stormwater issues. Provides guidance to Town staff on EPA, ADEQ, ADWR, and FEMA regulatory requirements and the implications to current Town regulations. Responds to and advises local residents on stormwater quality regulations and quantity issues. May manage contractors and consultants who provide stormwater related services, products, and construction to support the Towns Stormwater Utility and programs. Performs minor in-house hydrologic and hydraulic studies, drainage reports and construction designs to support in-house operations projects. Provides technical analysis and inspection support on Stormwater Pollution Prevention Plans and Notice of Termination requests submitted for construction projects to meet the ADEQ Stormwater Construction General Permit. Assists in development of the capital improvement program project proposals to correct drainage and erosion issues, for submittal for funding from the PCRFCD and FEMA, as appropriate. Assists Stormwater Utility Manager in division management tasks as needed. Regular and reliable attendance; works more than forty hours in a workweek without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours, and holidays as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of applicable Town, State and Federal statutes, ordinances, codes, rules and regulations and procedures, including Federal and State regulations regarding stormwater quality and floodplain management. Knowledge of and skill in hydraulic and hydrologic modeling software. Knowledge of and skill in program and project development techniques. Ability to effectively communicate verbally and in writing and represent the Town on complex stormwater and environmental issues. Ability to develop and apply interpersonal and collaborative approaches to programs, projects, teams, and committees. Ability to assess and prioritize multiple tasks, projects or demands while meeting required deadlines. Ability to establish and maintain effective work relationships internally and externally. Knowledge of program/project budgeting, budget tracking, and fund control principles and practices. MINIMUM QUALIFICATIONS A Bachelors degree in physical science or engineering with an emphasis on hydrology. Must be a registered Civil Engineer in the State of Arizona within (12) twelve months of employment. Must be a Certified Floodplain Manager within (12) months of employment. Four (4) years experience in hydrology, drainage engineering or related field, including two (2) years at a project manager or chief level; OR an equivalent combination of education and related experience. Must possess at time of application and maintain a valid Arizona drivers license. ENVIRONMENTAL FACTORS AND WORKING CONDITIONS Work is generally performed in an indoor environment, although periods of outdoor activity will be required. Occasional work during inclement weather will be necessary to assess drainage and flooding related issues.
